Ringwood East Activity Centre Planning Scheme Amendment C96

Ringwood East Activity CentreRingwood East is a designated Neighbourhood Activity Centre (NAC) in the Maroondah Planning Scheme. This means it is seen as playing a local service role, characterised by small business and shops, providing for local convenience shopping needs. 

Council has prepared a structure plan for the Ringwood East area in collaboration with the community and key stakeholders. The structure plan area represents an approximate radius of 400 meters from the Ringwood East station, taking into account some major physical barriers such as Mt Dandenong Road and Eastfield Road.

The structure plan is a strategic planning document that aims to balance future development with protecting the valued character of the centre. The plan also provides the framework for statutory planning controls implemented through the Maroondah Planning Scheme.

Following community engagement, Council prepared and adopted the structure Plan. this has involved engaging with State Government as well as the community to make changes to the Maroondah Planning Scheme which reflect the joint Council and community vision articulated in the structure plan. 

The Planning Scheme Amendment Process so far

Planning Scheme Amendment C96 was prepared to implement the objectives of the Ringwood East Activity Centre Structure Plan into the Maroondah Planning Scheme. Amendment C96 underwent public exhibition from 26 May 2016 until 1 July 2016. A total of 19 submissions were received. Council reviewed the submissions and requested that Planning Panels Victoria hold a public hearing to address the matters raised. The hearing was held from 21-24 February 2017 and examined issues relating to both the Ringwood East and Heathmont Planning Scheme Amendments (C96 & C97). The Panel has now released its recommendations which can be accessed below:

Following the public hearing and subsequent recommendations from Panels Victoria, Council prepared an updated version of the Amendment, which was adopted at the Council meeting on 18 September 2017 and submitted to the Minister for Planning for consideration and approval on 22 September 2017. The adopted version of the Amendment consisted of the following updates to the Maroondah Planning Scheme:

Next steps

Amendment C96 has been submitted to the Minister for Planning for consideration and approval. The Minister must approve the Amendment before it can formally become a part of the Maroondah Planning Scheme. However, once adopted by Council it is considered to be a ‘seriously entertained’ proposal and can be given weight in planning decisions. Future development proposals should therefore have regard to the Amendment. The Minister can also make changes to the Amendment before approval.
