EastLink is made up of the Eastern Freeway Extension, Ringwood Bypass and Scoresby Freeway. The tender for construction of the project was awarded in October 2004 to ConnectEast. The consortium began construction in November 2004 and the road was opened to the public on the 29 June 2008. The project has been managed by the State Government authority, South Eastern Integrated Transport Authority (SEITA) and was constructed by contractors Theiss John Holland.

EastLink is a tolled road, with tolls required from the 26 July 2008. Eastlink includes a major interchange with access on and off from the Ringwood Bypass as well as ramps at Maroondah Highway. The Minister for Transport, Peter Batchelor's announcements on 31st October, 2003 confirmed there would be no tolling along EastLink between the Ringwood Bypass and Maroondah Highway. The Bypass provides improved accessibility in and out of Ringwood, reducing traffic congestion and ensuring the continued retail and commercial development in Ringwood.

EastLink provides a 39 km freeway - standard connection between the Eastern Freeway in Melbourne's east and the Frankston Freeway in the south-east and serves one of Australia's fastest growing economic regions.

The following details about EastLink construction activities near Ringwood are outlined below;

  • Construction of 5 km of twin three-lane capacity motorway north of Deep Creek Road to just north of Mountain Highway
  • EastLink passes under the Maroondah Highway, Ringwood railway line, Molan Street and Canterbury Road, and over Boronia Road
  • The existing Ringwood Bypass has been widened and extended. The total length with the toll-free bypass is 3km. There are 6 bridges associated with the Ringwood Bypass Interchange.
  • Construction of a major interchange at Maroondah Highway, plus interchanges at Canterbury Road and Boronia Road
  • Construction of more than 25 bridges and structures including a new rail bridge over EastLink in Ringwood
  • Construction of four pedestrian bridges in strategic locations over the Mullum Mullum, Dandenong and Heatherdale Creeks and at Koomba Road; plus a pedestrian bridge over the Ringwood Bypass at Harrison Street.
