Illegal Graffiti Policy

The Maroondah Illegal Graffiti Policy has been developed with the purpose of articulating and formalising Council's position in respect to illegal graffiti, legal community art and any associated activity in Maroondah. The Policy is intended to provide direction and guidelines for Council to work towards the reduction and prevention of illegal graffiti in Maroondah and to recognise the value of community art in enhancing a sense of place and community pride.

Council will not permit illegal graffiti within the municipality and is committed to reducing and preventing such unsanctioned graffiti in public places and on public and private property. However, Council supports the display of community art in public places within the principles outlined in the Policy.

Recognising that illegal graffiti stems from a number of social issues, Council's overall goal and long term commitment is to reduce the prevalence of illegal graffiti through a multifaceted and strategic approach. Such an approach will incorporate seven core elements: removal,enforcement, prevention, diversion, education, monitoring and strategic initiatives. These approaches are comprehensively detailed in the Policy.

The Background/Research Paper elaborates on issues relating to illegal graffiti, including research on the reasons for the occurrence of illegal graffiti, strategies for preventing and responding to illegal graffiti, the development of the Illegal Graffiti Policy, and the historical and current contexts of illegal graffiti within the City of Maroondah.
