Capital Works for Community Groups

The Capital Works for Community Groups is now open

The program aims to support community groups to improve their existing facilities or develop new facilities.

The funding scheme provides three categories available for organisations to apply for capital funding.

  • projects over $5,000
  • projects up to $5,000 
  • PV Solar System Projects.

Proposals close Wednesday 24 February 2021.  

Funding objectives

  • to increase leisure opportunities.
  • to contribute to the development of community clubs and organisations.
  • to encourage a planned approach to facility design, development and management, that meets community needs.

Funding scheme

Projects over $5,000

  • Maximum Council contribution of $75,000
  • 50% Council contribution
  • 50% organisational contribution (50% upfront contribution and 50% deferred contribution)

Projects up to $5,000

  • 100% Council contribution

PV Solar System Projects

  • 50% Council contribution
  • 50% organisational contribution


The land on which the facility development is proposed must be either Council owned or managed land.

A wide variety of projects will be considered for funding under this scheme, however, priority will be given to projects that:

  • satisfy a community need which are complementary to an existing reserve or facility development eg. minor building additions and projects which compliment existing facilities/reserves.
  • broaden community access and increase opportunities for participation.
  • address issues around safety and risk management.
  • maximise the range of users of the facility.

Assessment criteria

Projects will be assessed against the following criteria:

Community benefit

  • Demonstrate a direct benefit to the residents of the City of Maroondah.
  • Evidence that supports an anticipated increase in participation rates.
  • The extent to which the project maximises the use of the facility.
  • That the proposed project is sympathetic to the surrounds of the reserve or building.
  • The extent to which projects address the issues of safety and risk management.

Evidence of need

  • Evidence that demonstrates community support and need for the project.
  • Evidence that demonstrates improvement to Council assets.
  • The extent to which the project is supported by an adopted concept plan, feasibility assessment and/or linked to any planning process of Council.

Financial assessment

  • The financial capacity of the organisation to service the loan and initial cash contribution.
  • The ability of the project to be completed within the following financial year.

Application process

1. Review the capital funding for community groups guidelines.

2. Complete a project proposal.

3. Submit your proposal to Council:

  • in person at a Council service centre

4. Council officers will assess all proposals and outline project requirements. They will then, where applicable, recommend that your club submit a funding application.
