Siting requirements
Siting and fencing controls regulate issues such as setbacks, building heights, front fence heights, overlooking, overshadowing, paving materials and carparking and are applied to new building work, including additions/alterations to existing buildings.
The siting of single dwellings and associated buildings is controlled by the Building Regulation 2018 and the Maroondah Planning Scheme. You can check the zoning of your property using the Free Planning Property Report.
- If you are proposing to construct a front fence, refer to the schedules in the General Residential Zone (GRZ) and Neighbourhood Residential Zone (NRZ) for height requirements, which can be found in the Maroondah Planning Scheme.

Update - September 2025
On 8 September 2025, the Minister for Planning removed local variations to Clause 54 standards from the schedules of all residential zones across all Victorian planning schemes. For Maroondah, this means local variations relating to side and rear setbacks (regulation 79) and private open space (regulation 86) for the construction of a single dwelling on a lot have been removed.
As a result, the applicable standards now apply as stated in Part 5 of the Building Regulations 2018. If your proposal is designed in accordance with these standards, a siting report and consent (dispensation) application is not required. Standards relating to front fence heights remain in the schedules to the zone.
Report and consent
The Building Regulation 2018 allow for some flexibility in the siting of buildings and fencing heights. If a building design is required to comply with siting requirements but does not, an application may be made to Council for a report and consent (also known as a siting dispensation or building dispensation).
