Pensioner Rebate Assistance

The State Government offers a rebate on rates and provides concessions to eligible people who hold the following concession cards:

  • Pensioner Concession Card (PCC)
  • DVA Gold Repatriation Health Card – Totally and Permanently Incapacitated (TPI)
  • DVA Gold Repatriation Health Card – War Widow (WW).

Government rebate

Pensioners who are in receipt of the appropriate concession cards as determined by the State Government are eligible for a rebate of up to 50% of rates and charges up to a maximum of $266 per year (up $6.50 from last year).

Note the rebate is only applicable where the property is the principal place of residence of the applicant (rental properties are not eligible for the rebate).

Emergency Services and Volunteers Fund

On 1 July 2025, the fire services property levy was replaced by the emergency services and volunteers fund (ESVF).

Pensioners who are in receipt of the appropriate concession cards as determined by the State Government are eligible for a rebate of $50 applied to the ESVF.

If you hold one of the above concession cards, you can apply for a reduction on your rates payment and the Emergency Services and Volunteers Fund.

Visit a Council service centre in person to complete an application form and have your pensioner card sighted.

If you hold an Extreme Disablement Adjustment (EDA) or Prisoner of War (POW) Veterans' Affairs card you will need to return your form directly to Department of Human Services.
