The economic and social effects of emergencies, including loss of life, destruction of property and dislocation of communities is inevitable.
Coping with hazards gives reason and focus for planning. Hazards exist within all communities, although not always recognised. Experience shows, however, that good planning for the use of resources in preventative (risk management) activities, in response to emergencies and towards the recovery of affected communities and environments, can significantly lessen the harmful effects of those emergencies.
