Pre-application for New Prescribed Accommodation Premises

Use this form to request a pre-application assessment of a proposed prescribed accommodation premises.

To ensure your new premises is designed correctly prior to construction, Council can assess the proposal and floor plan and provide you with advice to ensure your premises is designed correctly and will comply with the Public Health and Wellbeing Act, regulations and applicable guidelines. Please note: pre-application is only valid for 12 months from date of submission.

Step 1.Supporting documentation

To assist with assessing your application, please provide:

  • a floorplan of the premises identifying the fittings, finishes and workflow of the premises. The plan must be clear and to scale. You can attach photographs of an existing home based fit-out in addition to drawn plans.

Step 2.Submit pre-application

Step 3.Pay invoice

An invoice for pre-application fees will be emailed to the nominated email address. The pre-application will not be assessed until payment is received. See fees and charges

Step 4.Assessment

Council will provide you with a written assessment of your proposal and floor plan. The pre-application is valid for 12 months from date of submission.

Step 5.Fit out

Once your pre-application is assessed and approved, you can fit out the business knowing you are meeting all requirements. This also prevents structural changes being requested at the registration inspection.

Step 6.Registration inspection

Council completes registration inspection.

Step 7.Register new business

If your business meets requirements satisfactorily at the registration inspection, you will be given permission to trade following the lodgement of an Application to Register and payment of applicable fee. See fees and charges

Step 8.Ongoing requirements

Once registered the premises will be inspected annually to ensure the accommodation complies with the Public Health and Wellbeing (Prescribed Accommodation) Regulations 2020.

Registration is renewed annually on 1 January. See fees and charges

  • hotels/motels
  • hostels
  • student dormitories
  • holiday camps
  • residential accommodation
  • Bed & Breakfast (if 5 or more people will be accommodated)
  • rooming houses (if 4 or more rent-paying people will be accommodated)
