Impact and achievements

The Maroondah Positive Education Network established a strong partnership between Maroondah City Council, the Maroondah Principals Network and the Department of Education to promote positive education, and support the mental health and wellbeing of young people across Maroondah.

Our history and milestones

Consultation

Maroondah 2040 community consultation highlighted a strong desire for improved mental health and wellbeing outcomes. As a key priority, Council consulted across schools, government and community partners to understand local priorities and possible pathways.

This phase helped establish the foundations for a collaborative, whole–of-community approach, including:

  1. Listening to the experiences and needs of children, young people and their families
  2. Identifying local wellbeing priorities
  3. Exploring opportunities to strengthen school and community connections
  4. Engaging schools and key stakeholders
4a. The appointment and training of HOPE Leaders in 24 Maroondah schools

4b. Professional learning for school staff
4c. Interactive workshops and ongoing programs for students
4d. Information sessions for parents and families

  5. Establishing the foundations of the Maroondah Positive Education Network

    Network Formation

Initially the network was known as the Maroondah Plus 10 Schools Project, before being renamed as the Maroondah Positive Education Network (MPEN). It focused on building a connected network of schools and strengthening the capability of school communities.

    Key developments included:

    • Partnerships with University of Melbourne, Institute of Positive Education, Eastland Shopping Centre, Communities of Wellbeing, and other key stakeholders and service providers.
    • The establishment of the HOPE (Head of Positive Engagement) Network incorporating schools in the Maroondah Principals Network
    • Building wellbeing literacy, connection and flourishing learning environments
    • Victorian Government funding of $890,000 in 2018 to advance the project in Maroondah and investigate opportunities to scale the work across Victoria
    • In 2021, the Royal Commission into Victoria's Mental Health System recognised MPEN, noting that its schools had made significant progress and encouraging further exploration of the program's potential to grow.
    • The use of Resilient Youth Australia surveys and the Maroondah Student Voice Forum to understand young people's wellbeing needs and inform future priorities.
    • The 2023 URSTRONG Friendology Language of Friendship event at Eastland, attended by more than 600 community members

By 2024, 27 government schools were participating in MPEN

    • 21 primary schools
    • 5 secondary schools
    • 1 specialist school

    Where we're at now

As part of Council’s ongoing commitment to working with local schools to improve community wellbeing, and in response to the introduction of the MHiPS initiative (2025), the MPEN network has developed the Maroondah Wellbeing Educators (Primary) Network.

The Maroondah Wellbeing Educators (Primary) Network brings together HOPE Leaders, Mental Health and Wellbeing Leaders, and other wellbeing educators from government, Catholic and independent primary schools across Maroondah and the broader Maroondah Principals Network.

The network meets twice each term for professional networking, development, student workshops and parent resource sharing. The MPEN Project Officer continues to work with councils, government departments and service providers to strengthen mental health and wellbeing across Melbourne’s Outer East.

    Looking ahead

Building on this foundation, Council is committed to maintaining strong relationships with local schools, the Department of Education and community partners. Together, we will continue to share knowledge, support initiatives and explore future opportunities to strengthen the wellbeing and mental health outcomes of children, young people, their families and the wider Maroondah community.
