7-star energy rating
There are energy efficiency standards that apply to:
- new homes
- relocated homes
- alterations and extensions to existing homes.
New homes
From May 2024 all new homes must have:
- a 7-star energy rating for the building envelope (roof, walls, floor and windows)
- a whole-of-home rating not less than 60 under the NatHERS option
- a rain water tank.
From January 2024, new homes requiring a planning permit will be required to be all-electric. For more information visit the Energy Victoria website.
Relocated homes and alterations to existing homes
The 7-star energy standard applies to all relocated homes and alterations/additions to existing homes.
Alterations/additions or relocations must have a 7-star energy rating for the building envelope.
Large alterations
When your extension represents more than 50% of the original volume of the existing building (including any alterations carried out in the previous 3 years), the existing building must be brought up to the same standards as the new construction (that is 6-star energy rating).
Smaller extensions
When your extension represents more than 25% of the existing building’s floor area, or 1,000m2 (whichever is less) the extension must fully comply with the new standard.
For alterations and extensions there are certain circumstances where the relevant Building Surveyor has discretion to allow partial compliance where any requirement is:
- ·overly onerous
- technically impractical
- does not provide a level of benefit commensurate with cost.
Energy Raters
Your building plans will need to be reviewed by an Energy Rater, accredited with Sustainability Victoria, to assess whether they comply with the 7-star energy rating.
