Bedford Road multi-level car park

Council offers free and paid parking options at the multi-level car park in Ringwood.

The car park provides an additional 300 car parks in the Ringwood Activity Centre.

Operating hours

Paid parking is available from 6am to midnight, Monday to Sunday.

The car park is closed between midnight and 6am and there is NO ACCESS between these hours.

*Failure to register for free parking may result in an infringement. Parking enforcement is undertaken daily.

App based payment options provide more flexibility in use, but they do come with a service and/or transaction fee for this functionality. This fee does not go to Council.

How to register for free parking (up to three hours)

You must enter your number plate at a meter, device or via PayStay to be eligible for three free hours of parking.

To avoid fines, you must obey signs relevant to your parking space. Three hours of free parking applies only once per vehicle in a 24-hour period.

How to pay

There are three ways to pay for parking. All three options are cashless and ticketless, and you will need to know your vehicle registration number.

Payment should be made as soon as possible after you have parked.

Parking meters

Parking meters are ticketless and cashless and you will need either a debit or credit card or your phone to pay

Step 1.Touch to start

If the screen is blank, it is in power saving mode. To pay, simply press ‘Touch Here To Start’ underneath the touch screen then follow the steps below:

Step 2.Number plate

Enter your number plate and press continue.

Step 3.Set parking time

Press the RIGHT + MORE button to increase the parking time or LEFT – LESS button to decrease the parking time period until it meets the required parking time.

Step 4.Payment

Parking meters accept payment using PayWave using:

  • debit or credit card (Visa and MasterCard only)
  • smart phone (Visa or Mastercard prepaid cards available at Australia Post and major supermarkets) that have contactless payment enabled and don’t ask for a pin.

Tap your debit/credit card or smart phone/device on the black PayWave square. Wait 3 to 5 seconds for the meter to process your card payment.

To pay via AMEX, use the PayStay app or scan the QR code on the back of the meter to go to the PayStay Guest web browser and pay via your smart phone.

Step 5.Receipt

If you would like an e-receipt, select ‘Yes’, if not, select ‘No’ and your transaction is complete.

To obtain a receipt, scan the QR code on the next screen or enter the URL that appears and enter the code to download, then press ‘Continue’.

The transaction is now complete, with the end screen displaying the time your parking session will finish. 

Step 6.Time restrictions for parking meters

To avoid fines, you must obey signs relevant to your parking space.

You can extend your stay up to the time restriction by returning to the meter and paying for another parking session. The meter will not let you extend your parking session past the set time restriction.

If you return to your car early you cannot shorten the session you have paid for and get a refund.

To stop and start parking sessions and only pay for the actual time parked, you will need to use the PayStay app and set up an account.

Touch N Go

touchngo.jpg You can only use a smart phone or device to pay using the Touch N Go devices. Each Touch N Go device contains a unique code that corresponds with the location of the car park. Ensure you pay using the device located nearest to your vehicle.

Step 1.Hold to start

Hold your smart phone close to the NFC symbol on the Touch N Go device and follow the prompts on your phone. Alternatively scan the QR code.

Step 2.PayStay app

If you have already created a PayStay app account, you will be taken directly to the app to pay.

Guest website

If you don’t have a PayStay account you will be taken to the PayStay Guest website to pay without an account. 

Using the PayStay Guest website, enter your number plate, state and mobile number and press ‘Continue’.

Step 3.Set parking time

Select the duration of time you’d like to park for and press ‘Continue’.

Step 4.Payment

Touch N Go devices require payment using the PayStay Guest website or PayStay app with payment made via a smart phone. Touch N Go devices accept debit and credit cards (Visa, MasterCard and AMEX), Apple Pay and Google Pay. Choose your preferred card and press ‘Continue’. You can also pay with Apple Pay or Google Pay.

Service fee: PayStay charges 8.25 per cent on all transactions made on the PayStay service. This service fee is related to the smart phone payment service provided by the PayStay Guest website and the PayStay App. This service fee does not go to Council.

The parking duration period, parking end time and final payment will be shown on the screen. Your final payment amount will show the total cost of your parking session, including the transaction fee, which includes the 7.5 per cent (excluding GST) service fee.

Step 5.Receipt

If you would like an e-receipt, select ‘Yes’ to email or download a copy.

Step 6.Time restrictions

To avoid fines, you must obey signs relevant to your parking space.

You can extend your stay up to the time restriction by starting a new parking session. This can only occur after the first session has ended, you can't extend a parking session currently in PayStay.

If you return to your car early you cannot shorten the session you have paid for and get a refund.

PayStay app

In addition to the parking meters and the Touch N Go devices, you can also pay directly from your phone (or other smart device) using the PayStay app.

The PayStay App saves your details, parking receipts, registration number and payment preferences. Downloading the app is optional when parking.

Please note: you must manually start and stop your parking session when using the app. If you have spent less time than paid for in a parked space, press ‘Stop’ and a notification banner will appear showing the amended total cost of the parking period.

Step 1.Download PayStay app

Go to the App Store or Google Play and download the ‘PayStay’ app.

Step 2.Create account

You can create an account in the app or on www.paystay.com.au by entering your mobile phone number. An SMS text verification security code will be sent to your phone number.

Enter your email, name, postcode, number plate, and card details and generate a password. These details will be saved in the app. You can also sign up with an Apple or Google account. You will receive a verification email.

Step 3.Set notifications

You can set up push notifications to alert you:

  • 30 minutes before your session ends (no cost)
  • 10 minutes before your session ends ($0.34 per SMS)
  • When your parking expires (no cost)
  • If you’re driving over 30km per hour, and you’ve left your parking spot during an active session (no cost)

These reminders help you avoid overstaying. You need to have notifications enabled to receive these reminders. You can opt-out of reminders. Fees outlined above will apply if you don’t opt-out. You can add multiple number plates to the PayStay app to toggle between your chosen car when parking.

Step 4.Account balance

Set up your account balance by adding your top-up amount and top-up threshold. When your account balance reaches its top-up threshold, it will be replenished automatically by your top-up amount, ensuring there is always money available for parking.

Step 5.Start parking session

Once you have parked, open the app and enter the parking bay zone number – this should be located on a nearby parking sign. You can also search for the zone number in the app via a location pin map.

Tap Start parking and the confirmation banner Parking started will appear.

Step 6.Time restrictions

To avoid fines, you must obey signs relevant to your parking space.

If your session ends, you can extend your stay up to the time restriction by starting a new parking session.

Step 7.End parking session

When leaving your parking bay, press Stop to end your parking session.

If you forget to stop your session, you will be charged as though you were parked for the full duration of the parking restriction in that location.

Step 8.Duplicate transactions

Occasionally, failed transactions will appear on your bank statement as a pending transaction until the bank can confirm the transaction failed. This can look like a duplicate transaction. Once the bank receives confirmation, the money will be released which can take up to five working days. Until then, the failed transaction will appear beside the successful transaction on your statement.

Call the PayStay Helpdesk number on 1300 322 111 to place a request if two payments have resulted from the same transaction.

Frequently Asked Questions

Can I get a receipt?

Council’s parking meters, Touch N Go devices and the PayStay app and PayStay Guest website are managed by a third-party provider.

You can request a digital receipt for parking meters, Touch N Go devices and the PayStay app and website by doing the following:

Parking meters

  • After payment is processed and completed, you will be offered a copy of the e-receipt, select ‘Yes’.
  • Scan the QR code or enter the URL that appears on screen and enter the code to download and press ‘Continue’.

Touch N Go devices

  • After payment is processed and completed on the PayStay Guest website, you will be offered a copy of the e-receipt, select ‘Yes’ to email or download.

PayStay App

  • The PayStay app will contain all current and previous parking information, including receipts. A history of all transactions can be found by logging onto paystay.com.au

Can I receive a refund?

Council does not issue refunds for unused time at parking meters or through the PayStay app or the PayStay Guest website via the Touch N Go devices.

The PayStay App only charges you for the time you use. You must press ‘Stop’ at the end of your session to ensure the amended total cost of the parking period is updated.

How do I avoid scams?

Some websites have been made to resemble legitimate payment apps but are fraudulent and not the official PayStay website. This could result in customers downloading what appears to be the real PayStay app or signing up to what appears to be a PayStay account through a Google search. The only place to download the legitimate PayStay app is the Apple app store or Google Play.

All web addresses including those accessed via a QR code will display as paystay.com.au under a secure https connection.

Scammers make subtle changes to the URL text to mislead users. Check the link and destination to ensure that it’s legitimate. Cross check the website’s legitimacy by confirming that the zone number paid for online is the same as the zone number listed on street signs.

Check that there doesn’t appear to be any tampering with a QR code, like a sticker placed over the original QR code or markings that appear to alter a QR code.

Once you have made sure that you are using the authentic PayStay Guest or PayStay App, you can be confident that these systems are secure and there are no risks involved in using them.

When is the carpark open?

Do I need to register to park for free?

Yes, when you arrive to the carpark for each visit you must register with PayStay to take advantage of the free parking. See Register for free parking

Why is there a cost to use the car park?

Council contributed approximately 30% of the total project cost and will take on the ongoing operational needs including the ongoing maintenance, security, cleaning and building renewal requirements. Council has kept the parking costs to a minimum with the first three hours of parking provided for free. This will allow for free short term parking for visitors to local businesses. For longer stays, it is an additional $2 per hour to a maximum of $6 a day.

Why didn’t Council absorb the transaction fee?

Council is aiming for cost recovery with this trial. Payment via the parking meter attracts a transaction and/or merchant fee, neither of which go to Council.

What happens if I don’t pay for parking, or overstay the time limit?

An infringement may be issued in line with the relevant offence.

Do I have to have a smart phone to use PayStay?

You can register for and use PayStay via a phone call, SMS text message and via the PayStay website without using the app.

How do I check how much time I have left on the parking meter?

You can type your registration number into any of the parking meters to see how much time you have remaining.

Can I top up my time on the parking meter?

You can add time to your vehicle’s stay at any of the parking meters by entering your registration number into the meter.

Ensure you adhere to the time restriction in your parking area. Staying for longer than the time restriction may result in a fine.

What are the benefits of using the PayStay Guest website or app?

The PayStay Guest website and app both provide the flexibility of paying in one-minute increments rather than in 15-minute blocks at the parking meters.

The PayStay app also provides the following features:

  • Users can start and stop their parking session, paying only for the exact time they park.
  • Users can use the app to track accurate information on when their parking will expire.
  • Users can also opt-in to receive reminders notifying them when their parking session is close to expiring. Charges apply.

What happens if I am unable to collect my car before the car park closes?

Cars can remain inside the carpark after midnight. However, to avoid an additional fee, cars must be collected immediately upon opening the next day. See Operating hours

If you need to remove a car outside of the operating hours, a collection fee will apply.

Is accessible parking provided?

Yes, free all-day accessible parking is provided.

There are six accessible parking spaces available, two more than required by regulations.

Is there electric vehicle (EV) charging stations available?

Yes, there are five individual 7KWh EV charging stations available. A fee for use applies.

What is the benefit of paid parking?

This initiative aligns with the principles of the Maroondah Parking Framework (2019), which recognises that parking is a limited resource that has a value which – when warranted – should be reflected through appropriately priced paid parking or paid permit schemes in specific areas with a high parking demand.

What is the height clearance of the car park?

The height clearance of each level of the car park is 2.4 metres.

Are there CCTV cameras within the carpark?

Yes, there are 65 CCTV cameras located throughout the carpark.

What are the options for free all-day parking for visitors to Ringwood and commuters?

There are more than 900 free all-day car parking spaces in Ringwood, the majority of these are within walking distance to Ringwood Station.

  • Ringwood Station is free all day.
  • Streets in Ringwood are free with timing restrictions.
  • Eastland has 3 free hours of parking before an hourly charge then applies.
  • Murray Place.

How will the carpark support local businesses?

Providing three hours of free carparking will ensure that visitors to the precinct can continue to shop locally and support the diversity of businesses in the precinct.

Who will utilise the space within the relocated Blood Brothers building?

Council is investigating options for tenanting the relocated Blood Brothers building. Further information regarding the use of this space will be provided as soon as possible.
