Notice of approval of Amendment C136maro to the Maroondah Planning Scheme

The Minister for Planning has approved Amendment C136 to the Maroondah Planning Scheme. The Amendment came into operation on 24 November 2022 as published in the Victoria Government Gazette. 

Amendment C136maro applies to the Croydon South Greyfield Renewal Precinct bound by Bayswater Road to the west, Eastfield Road to the north, Thomas Street to the south and Blazey Road to the east.

The Amendment rezones the Croydon Greyfield Renewal Precinct from Neighbourhood Residential Zone to General Residential Zone Schedule 3 and introduces a Development Plan Overlay Schedule 8 and Development Contributions Plan Schedule 3.

The Amendment also introduces the Design Framework and Concept Plan, Croydon South Greyfield Precinct, 2019 as a Reference Document to the Maroondah Planning Scheme. Other changes to the Municipal Strategic Statement and the Local Planning Policy within the Maroondah Planning Scheme support the strategic basis for the Amendment and update the policy application.

Expressions of Interest

Council will be accepting expressions of interest soon from landowners within the Croydon South Greyfield Precinct (or Ringwood Precinct, as relevant) who would like to work together with neighbours, investors and developments to positively transform these areas.

Background

The Amendment was publicly exhibited from 28 January 2021 to 26 February 2021 and received eight submissions.  During the exhibition period, anyone was able to make a submission to Council on the Amendment. 

At its meeting of 22 March 2021, Council considered submissions received to the Amendment and resolved to request the appointment of a Planning Panel. An independent Planning Panel was appointed by the Minister for Planning to consider submissions to the Amendment.  The panel held a Directions Hearing on 17 May 2021 and a Public Hearing via video conference on Monday 28 June and Tuesday 29 June 2021.

The Independent Planning Panel considered submissions made to the Maroondah Planning Scheme Amendment C136 at the above-noted hearing.  At its meeting of 20 September 2021, Council resolved to adopt Amendment C136 in keeping with the Panel recommendations.
