Amendment C155maro - Implementing the 2024 Planning Scheme Review

Council adopted its Planning Scheme Review 2024 on 19 February 2024. The review recommends a range of changes to the Maroondah Planning Scheme. It also makes recommendations about future strategic work, advocacy and process improvement.  Council is currently implementing the recommendations of the review. Amendment C155maro forms part of this implementation. 

Background

The Amendment proposes to update the Municipal Planning Strategy, Planning Policy Framework, planning scheme maps and local provisions in the Maroondah Planning Scheme to implement the 2024 Planning Scheme Review.

Council conducted public exhibition of the amendment from 9 April 2026 to 10 May 2026. Nineteen submissions were received, five of which were withdrawn following discussion with Council. A full copy of the exhibited amendment and associated supporting documents can be found on the State Government’s Planning website.

Current status and next steps

Council considered the submissions at its meeting on 20 July 2026 and resolved to split the amendment into two.

C155maro Part 1

This part of the amendment comprises the proposed rezoning of:

  • Bellara Drive from General Residential Zone to Transport Zone 3.
  • Eastfield Road, excluding that portion which is occupied by the Lilydale railway line, from Commercial 1 Zone, General Residential Zone and Neighbourhood Residential Zone to Transport Zone 3.
  • Lincoln Road, excluding the southbound arm extending from Maroondah Highway to Arthur Place and that portion which is occupied by the Lilydale railway line, from Commercial 1 Zone, General Residential Zone and Neighbourhood Residential Zone to Transport Zone 3.
  • Parts of Eastlink and Ringwood Bypass from Urban Floodway Zone to Transport Zone 2.
  • 270-274 Maroondah Highway Ringwood and part of 5 Mt Dandenong Road Ringwood from Transport Zone 2 to Housing Choice and Transport Zone.

Council resolved to abandon this part of the amendment.

The officer report on the amendment identifies that:

  • Further work should be conducted to find alternative ways to minimise the number of new driveways entering Bellara Drive, Eastfield Road and Lincoln Road and to allow Council to seek that new development is designed so that cars can enter the road in a forward direction.
  • It is appropriate to delay rezoning of parts of Eastlink and Ringwood Bypass until such time as flooding controls in the planning scheme are updated.
  • The rezoning of 270-274 Maroondah Highway Ringwood and part of 5 Mt Dandenong Road Ringwood should be deferred to a later amendment which would also propose to include each property in the Environmental Audit Overlay.

C155maro Part 2

This part of the amendment comprises the remainder of Amendment C155maro. Council resolved to adopt it and submit it to the Minister for Planning for approval.
