Residential areas around the Ringwood Metropolitan Activity Centre
In September 2024 the State Government sought feedback on its Activity Centre Program for Ringwood. The Program proposed changes to planning controls in the Centre. It also proposed designating the surrounding residential area as a walkable catchment. Development of up to six storeys would be permitted in this area.
Maroondah City Council Submission to the Ringwood Activity Centre Program
Council provided the Victorian Government with a submission to the Ringwood Activity Centre Program. The submission identified that Council:
- Was generally supportive of the changes to the Ringwood Activity Centre Masterplan.
- Had serious reservations about the proposed walkable catchment area. It advised that the changes would have many unintended consequences. The changes were also not found to be necessary to achieve the additional housing sought by the Victorian Government.

The Activity Centre Program website has since been altered to include changes to the way that the Ringwood MAC catchment is mapped. It also differentiates between an inner and outer catchment. This appears to partially respond to Council’s concerns.
Current mapping is available on the Department of Transport and Planning website. On 11 April 2025 the State Government placed these areas in the new Housing Choice and Transport Zone. The Zone purposes include encouraging increased housing densities and allows construction of up to six storeys on large or amalgamated lots and four storeys on smaller lots.
