Running an event on Council land

Application form

Before hosting a community, cultural or environmental gathering, a commercial activity, a celebration or a sporting event such as a fun run or major football or cricket final, that will be held on Council land, you will need to seek permission for the event. 

Council land includes facilities such as:

  • Council buildings
  • sporting reserves
  • open space
  • roads
  • car parks

Apply to run an event 

  1. Read and understand the Events Held on Council Land Policy

  2. Complete an Event application form 

Event approval

Submitting an event form does not guarantee the requested venue and does not automatically permit your event to proceed. Once submitted, Council will review your application form and respond within 5 working days of receiving it. 

You will be provided:

  • in principle support and conditions, or
  • an explanation of why the event has not been approved. 

Event Plan

If we determine your event is medium risk you will need to submit an Event Plan. This handbook will help you prepare a plan.

Council will review and approve your plan, as outlined in your letter of in principle support.

Event risk Levels

Three levels of risk are used to determine the risk status of your event. 

Low risk

No Event Plan required for

  • Small event
  • Minimal infrastructure
  • No road closures or extensive activities.

Medium risk

Event Plan required for

  • Over 50 people attending
  • May include road closures
  • Food and beverage trading
  • Amusements
  • Staging of live performers

High risk

  • Event does not meet Council policies
  • Insufficient time
  • Council deemed unsafe activities
