Council is aware of recent crash history at the Eastfield Road, Railway Avenue and Morinda Street intersection and of community concerns regarding the safety of pedestrians and motorists using the intersection.

In order to improve the safety of the intersection, Council undertook an extensive Safety Improvement Study, working with a specialist traffic engineering consultant to review:

  • regular traffic volumes and movements in precinct
  • current function and operation of the intersection for pedestrians, cyclists and vehicles
  • viability of alternative intersection designs.

The study recommended the installation of traffic signals at the intersection to address the recent crash history and the current safety and access concerns.

During the course of the study, Council undertook engagement with the Victorian Department of Transport (DoT) and a Senior Road Safety Auditor, receiving independent feedback and in-principal support for the recommended traffic signals treatment.

The feedback from DoT and the Auditor has been incorporated into the concept layout plans produced for the recommended traffic signals treatment. The Concept Layout Plans and associated vehicle swept path assessments can be viewed below

Next steps

Noting the project scale and associated costs of the proposed traffic signals installation, Council will engage in advocacy efforts with other tiers of Government to secure external funding in order to undertake the design and construction of the project. 

Due to the next steps and requirement to secure external funding, it may take some time to implement the recommended improvements.
